SYMPTOMS

When you try to use Windows Me Help, you may receive a partial Web page or a blank Web page with a busy indicator (hourglass), and the Help and Support Web page may not appear.

CAUSE

This issue can occur if the Msxml.dll file is missing or damaged.

RESOLUTION
