Error: "The Web server is not responding" After "No files were uploaded" Error on Site Server 3.0 (276420)

SYMPTOMS

When you use Microsoft Posting Acceptor to upload a file, you may receive the following error message:
No files were uploaded.
After you click OK, you may receive the following error message:
The Web server either is not responding or returned an unrecognized response.

CAUSE

These errors usually occur when the scripts directory for the Web site (or the virtual directory from where you are calling Cpshost.dll) does not have execute permissions.

RESOLUTION

In the Microsoft Management Console (MMC), make sure that the virtual directory that contains Cpshost.dll is located has execute permissions.
