Unable to Start Control Panel Tools After You Use TweakUI to Disable "Show Control Panel" (274849)

SYMPTOMS

When you try to start any of the tools in Control Panel, you may receive the following error message:
This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

CAUSE

This issue can occur if you are running TweakUI, and you have previously clicked to clear the Show Control Panel check box on the Start Menu Settings tab.

RESOLUTION

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

To resolve this issue, use Registry Editor to remove the "NoControlPanel" value from following registry key:

HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\ Policies\Explorer
