Service Recovery Does Not Run Defined Program If the Program Does Not Use the System Account (274489)

When you configure service recovery in Windows 2000 and select the Run File option, the program you select does not run if the service is defined to run on an account other than the System account.
CAUSE
Windows does not initialize a variable correctly when it spawns the process.
