Not for Resale and Microsoft Developer Network Versions Report that Terminal Services Cannot Issue Licenses (274441)

The not for resale (NFR) and the Microsoft Developer Network (MSDN) versions of Microsoft Windows 2000 Server may report an error message stating that Terminal Services Licensing cannot issue more licenses.
CAUSE
This behavior may occur because the NFR and MSDN versions of Windows 2000 Server are hard-coded to enable only 10 concurrent connections. License Manager enables additional licenses to be entered, but they are ignored.
RESOLUTION
To resolve this behavior, you must upgrade your existing NFR or MSDN version of Windows 2000 Server to a Full (retail) version of Windows 2000 Server or Microsoft Windows 2000 Advanced Server.
NOTE: If you use the Upgrade version of Windows 2000 Server, it cannot correct this problem. You must use the Full (retail) version of Windows 2000 Server.
STATUS
This behavior is by design.
MORE INFORMATION
Terminal Services Licensing does not follow the 10 concurrent user license and therefore enables more than 10 connections to the server. The eleventh user can connect to the server, but the user is not permitted to log on to the system.
An error message can report that a problem exists with Terminal Services Licensing. However, the actual problem is with the server licensing, not Terminal Services.
