CAUSE

ChkOsReq.vbs checks the date and time stamp of each .dll in the hotfixes against a string date and time that are formatted by using U.S. default formats. If you have a system-time format other than h:mm:dd (with a : separator) and AM and PM or you have a system short-date format other than M/d/yy (with / separator), then ChkOSReq reports all hotfix .dlls as shown in the "Symptoms" section.

RESOLUTION

To resolve this problem, you can do one of the following:
  • Use the version, date, time, and size information that is printed by ChkOSReq to manually verify the .dll files in system32. -or-

  • In Control Panel, double-click the Regional Settings icon, and then click the Time or Date tab to set the time format to:

    h:mm:ss : AM PM

    Set the short date to:

    M/d/yy /

STATUS

Microsoft has confirmed that this is a bug in the Microsoft products that are listed at the beginning of this article.
