OL2000: Mail Item with File Name That Contains Uppercase DBCS Characters Cannot Be Opened from Local File System (273832)

SYMPTOMS

On a computer that is running Microsoft Windows 95, Microsoft Windows 98, or Microsoft Windows Millennium Edition (Windows Me), if you save a mail item as a message (.msg) file with file name that contains uppercase double-byte character set (DBCS) characters and then try to use Outlook to open the file, you may not be able to open the file, and you may receive the following error message:
Can't open file: file_name. The file may not exist, you may not have permission to open it, or it may be open in another program. Right-click the folder that contains the file, and then click Properties to check your permissions for the folder.

CAUSE

This problem can occur if you double-click a message file to open it; Outlook starts with the /f file_name option. Outlook converts the file name in the command line to lowercase letters, which also includes the uppercase DBCS letters. Windows 95, Windows 98, and Windows Me distinguish lowercase DBCS letters from uppercase DBCS letters; therefore, after the file name is converted to lowercase letters, the file name is no longer valid for the file that is specified in the command line, and the error message in the "Symptoms" section of this article is displayed.

RESOLUTION

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.

WORKAROUND

To work around this problem, change the file name so that it does not contain uppercase DBCS characters.
