XADM: Changes in Default Recipient Policy SMTP Domain Name Do Not Appear in New Object User Wizard (273199)

You can change the Simple Mail Transfer Protocol (SMTP) domain name under the recipient policies default policy to reflect a company's specific domain name. When you create a new user object by using the Active Directory Users and Computers Microsoft Management Console (MMC) snap-in, the new e-mail address domain name may not be displayed. The user logon domain name may be displayed.
CAUSE
This problem can occur because when you create a new user by using the Active Directory Users and Computers snap-in, the creation wizard only displays the User Principle Name (UPN), not the user's e-mail address. After you create the user, the Recipient Update Service applies the recipient policy to generate the SMTP address.
STATUS
This behavior is by design.
