This article was previously published under Q273161

SYMPTOMS

When you access a user's Inbox and attempt to open a delivery report or read receipt by using Installable File System (IFS) on drive M, you may receive the following error message:
The file M:\path\filename.eml could not be opened because it does not exist, or is being used by another application. (0x800CCF65, 2)
In addition, if you use Microsoft Outlook 97, Microsoft Outlook 98 or Microsoft Outlook 2000 as the default client to open .eml files, you may receive the following error message:
The command line argument is not valid. Verify the switches you are using.
If you use Outlook Express as the default client to open .eml files, you may receive the following error message:
Outlook Express could not be started because MSOE.DLL could not be initialized. Outlook Express may not be installed correctly.

If Outlook Express is configured, the error still occurs.
However, you are able to open other messages files that have .eml extensions.

WORKAROUND

To workaround this behavior:
  1. In Outlook Express, open the folder, and then open the individual item.
  2. Click File, click Save As, and then save the item as an .eml file type to the local hard drive.
