OFF2001: VBE Error Message: The Help File "MS Office VBA Editor Help" Containing This Topic Could Not Be Found (271978)

When you click Contents and Index on the Help menu of the Visual Basic Editor of any Office 2001 program, you receive the following error message:
The help file "MS Office VBA Editor Help" containing this topic could not be found. Run the installer to add or replace help files.
When you click OK, you see a Microsoft Visual Basic dialog box that says
Can't find Help file.
If you click Microsoft Visual Basic Help on the Help menu, you receive the following message:
The Office Assistant cannot currently answer your questions. Please run the installer application to restore any missing files.
Even if you run the Office Installer and select all components, this behavior persists.
CAUSE
The Visual Basic for Applications (VBA) Help files cannot be installed with a drag-and-drop operation, or with an Office Installer installation. They can only be installed from the Value Pack.
RESOLUTION
To resolve this issue, run the Value Pack Installer, which is located in the Value Pack folder on the Office 2001 CD. In the Value Pack Installer, select VBA Help under Programmability. This installs a set of VBA Help files on your computer.
