A terminal server must be in install mode before you can install a program. When you use Add/Remove Programs in the Control Panel to install a program, this automatically puts a terminal server in install mode.
Note If you install the server or client by running the package installation (for example, HIServer.msi, HIClient.msi, or HIAdmin.msi), this error message does not occur.

CAUSE

This error message can occur under either one of the following circumstances:
  • On a new installation of Windows 2000, you select Application Server Mode, which defaults to execute mode during Terminal Services setup.
  • If you previously upgraded from Microsoft Windows Server 4.0 Terminal Server Edition, Terminal Services will automatically be put into Application Server mode, execute mode.
When you install Host Integration Server (or any application) on a computer that is running Windows 2000 with Terminal Server enabled, Terminal Server must be in global mode (also known as install mode) before you run Setup.
