XL2001: Long Delay Before You Receive Error Message "Microsoft Query Could Not Be Started" (270088)

When you attempt to create a new database query in Microsoft Excel 2001, without first installing Microsoft Query, it may take more than a minute before Excel displays the following error message
Microsoft Query could not be started. You must have Microsoft Query and ODBC installed on your computer in order to run it.
to inform you that Microsoft Query is not installed on your computer.
CAUSE
This problem occurs because Excel is looking for the Microsoft Query and ODBC components and they are not fully installed on the computer.
NOTE: You may get this same error message even after you install Microsoft Query from the Value Pack of Office 2001 because the needed ODBC components are not included in Office 2001.
RESOLUTION
In order to run Microsoft Query in Excel 2001, you must install Data Access from the Value Pack of Office 98 and Microsoft Query from the Value Pack of Office 2001.
