MSMQ Service Shows 100 Percent CPU Usage at Startup (269803)

When you use Performance Monitor in Microsoft Windows NT 4.0 to track CPU usage, it reports that Microsoft Message Queue Service (MSMQ) is using 100 percent of CPU resources at startup.
CAUSE
When target journaling is enabled, and messages that were sent using a Direct=TCP format name are received, a copy of the message is placed in the journal for the target queue. Upon restart, the local Queue Manager sees these messages as not being local and attempts to send them to itself (because of the TCP/IP address). This can either result in an fatal exception error or cause CPU usage to go to 100 percent.
RESOLUTIONA supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next Windows NT 4.0 service pack that contains this hotfix.
