SYMPTOMS
When you start the Internet Authentication service (IAS) on a computer that runs French Windows 2000, you may receive the following error message:
Unable to start the IAS on local computer
Error 13: data not valid
CAUSE
This problem can occur if you have configured a remote access policy with Windows group restrictions in the IAS Clients snap-in. For example, the problem can occur if you have configured the following policy:
Windows-Groups: Domain Users or any other group
RESOLUTION
A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem. This fix may receive additional testing. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next Windows 2000 service pack that contains this hotfix.

You must register the new dynamic-link library (DLL) files to make them work properly. After you install this hotfix and restart the server, type the following commands:
regsvr32 %windir%\system32\iasnap.dll
regsvr32 %windir%\system32\iassvcs.dll
