FIX: Transactional messages are not accepted on remote computer (268812)

When you send transactional messages to a remote computer, the messages may not be accepted by the remote computer. If you restart the Message Queuing service on the remote computer, the computer accepts messages again; however, after a period of time, it will stop again. This cycle may repeat indefinitely. The number of messages delivered each time may vary.
CAUSEMicrosoft Windows 2000 Service Pack 1(SP1) and Microsoft Windows NT Server version 4.0 Service Pack 4 (SP4) added a light weight duplicate message detection mechanism for Express and Recoverable messages. This duplicate removal code does not ignore transactional messages, which prevents the Exactly Once Delivery code for transactional messages from working properly.
