If you use a Xircom PC Card modem (such as the Xircom Cardbus Ethernet 10/100 + Modem 56 or CreditCard Ethernet 10/100 + Modem 56 modem) for Dial-Up Networking with the modem set not to wait for a dial tone before dialing, the modem may not establish a successful dial-up session.

This behavior occurs when the modem immediately responds with an "OK" response after you issue the dial command, and then initiates a connection before dialing the number.
WORKAROUND
To work around this behavior, plug an RJ45 cable into the network port on the PC Card to enable the modem to work correctly.
STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. MORE INFORMATION
This behavior may not occur consistently, but it may occur frequently after you restart the computer.
