Clicking a mailto: hyperlink simply invokes the default mail client. For example, if Microsoft Outlook Express is your default mail client, clicking on a mailto: hyperlink starts Outlook Express, and presents the user with a new mail form.

Depending on how your default mail client works, it may use MAPI, but the mailto: hyperlink itself has nothing to do with MAPI.
