150 MHz or Faster Processor Does Not Pass Hardware Check During Setup (266219)

When you attempt to install Windows Millennium Edition (Me) on a computer with a 150 MHz or faster processor, you may receive the following error message:
Windows cannot be installed on this computer because the processor is not at least 150MHz.
CAUSE
This behavior most commonly occurs on laptop computers if the computer has been running for some time or is running on battery power. Under these conditions, the processor may become hot and may set itself to a lower speed. This can affect the overall processor clock cycles, dropping the processor speed below the minimum system requirements.
RESOLUTION
Turn off the laptop computer and let it cool down, and then install Windows Me while the computer is plugged into an AC power source.
