SYMPTOMS

When you attempt to change the current schema Flexible Single Master Operation (FSMO) role holder by using the Active Directory Schema Snap-in in Microsoft Management Console (MMC), the following message may appear:

The current Domain Controller is the Operations Master. To transfer the Operations Master to a different Domain Controller, you need to target Active Directory Domains and Trusts to that Domain Controller.
This message may also appear in single-domain forests where there is no domain controller available change to the FSMO role holder.

When you change the FSMO role holder, the message should read:
The current Domain Controller is the Operations Master. To transfer the Operations Master to a different Domain Controller, you need to target Active Directory Schema to that Domain Controller.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

When you use the Active Directory Schema snap-in you can target a different domain controller and change the FSMO role holder without targeting Active Directory domains and trusts.
