FP2000: Web Wizard Cannot Create New Web in Executable Folder (265318)

When you attempt to create a new web using the Active Server Page Web Wizard on a server running Internet Information Services, you may receive the following error message:
The folder is marked executable. You are not allowed to put files into
an executable folder on this server.
RESOLUTION
Use the Microsoft Management Console (MMC) to restrict the IIS permissions on that folder to scripts only. To do this, follow these steps:
- Click Start, point to Settings, and then click Control Panel.
- Double-click Administrative Services, and then double-click Internet Services Manager.
- In the console tree, right-click the root web for which you want to make folders executable.
- Click Properties on the shortcut menu, and then click the Server Extensions tab.
- Click to clear the Allow authors to upload executables check box.
You can now open the web and use the Web Wizard to add a web to the current web.
