The urn:schema-microsoft-com:exch-data:baseschema property is used in conjunction with the urn:schema-microsoft-com:exch-data:schema-collection-ref property to define a folder's schema scope. However, the Uniform Resource Locators (URLs) that are specified for these two properties must refer to schema folders that are located in the same store.

For example, if you work with a folder in an application top-level hierarchy, you cannot set this folder's baseschema property to "http://servername/public/non_ipm_subtree/Schema," which is located in the MAPI top-level hierarchy.
This behavior is by design.
