WD2000: Cannot Turn Off Editing of Header or Footer with System Policy (264730)

SYMPTOMS

If the Header and Footer command on the View menu is turned off by means of a system policy, you can still edit a header or footer by double-clicking in the header or footer area in print layout view.

CAUSE

This behavior is by design in Microsoft Word. The double-click is not affected by the deactivation of the menu item. You can access the header and footer areas by double-clicking them, and then you can edit them.
