PRB: Error Message: SystemPatchModule.exe When Windows CE Starts Up (264276)

When a Windows CE debug kernel is starting up, the following error message may be displayed in the debug output:
CreateNewProc failure on \Windows\SystemPatchModule.exe
CAUSE
The Windows CE kernel always tries to load the SystemPatchModule.exe file as a means to enable post-build patches to the operating system. Because SystemPatchModule.exe rarely exists, the CreateNewProc function in the kernel reports the failure in a debug message.
RESOLUTION
This error is benign and can safely be ignored.
STATUS
This behavior is by design.
