Cannot Toggle the CAPS LOCK or SHIFT LOCK Key (262387)

You cannot toggle the CAPS LOCK key on a German, French, or Belgium keyboard.
RESOLUTION
The SHIFT LOCK key is similar to the CAPS LOCK key. If the keyboard layout has a SHIFT LOCK key instead of a CAPS LOCK key, you can turn on capitalization only by pressing the SHIFT LOCK key; you can turn off capitalization only by pressing one of the SHIFT keys.
This behavior also applies to the CAPS LOCK key if you have changed the keyboard layout from US Standard or another local keyboard to German, French, or Belgium.
