Cannot Toggle the CAPS LOCK or SHIFT LOCK Key (262387)

SYMPTOMS

You cannot toggle the CAPS LOCK key on a German, French, or Belgium keyboard.

RESOLUTION

The SHIFT LOCK key is similar to the CAPS LOCK key. If the keyboard layout has a SHIFT LOCK key instead of a CAPS LOCK key, you can turn on capitalization only by pressing the SHIFT LOCK key; you can turn off capitalization only by pressing one of the SHIFT keys.

This behavior also applies to the CAPS LOCK key if you have changed the keyboard layout from US Standard or another local keyboard to German, French, or Belgium.

This is the "manual typewriter" functionality that is implemented in MS-DOS, Windows 3.x, Windows 95, and Windows 98 French, German, and Belgian keyboard layouts and localized keyboards.

This behavior may occur when you use a localized keyboard, or a localized version of Windows, or you change the keyboard layout to one of the languages listed above.
