Slow Performance Writing to Disk and Temporary Files Stay Open (262326)

When messages write to the %TEMP% folder and the process creates files that have hexadecimal numbers in their file names, the hard disk's input and output rate increases, causing slow performance over time. The temporary flag also keeps the temporary files open.
This behavior occurs when Exchange 2000 Server runs on Windows 2000 Server.
