XADM: Installing Different Languages at the Same Time Generates Multiple First Admin Group Containers (262115)

If you install multiple localized versions of Microsoft Exchange 2000 Server, you may find that multiple First Administrative Group containers are created, all of which are localized to the same area.
CAUSE
This behavior can occur when all the servers are installed within a short period of time.
RESOLUTION
To resolve this issue, allow enough time between installation scenarios for a successful replication of the First Administrative Group to take place.
WORKAROUND
To work around this behavior, reinstall the entire configuration of devices.

Normally, when more than one administration group is present, Setup prompts you to select the administration group in which you want to install the server. However, in this instance, the servers go to the directory service at approximately the same time to look for the default administration group. When the server does not find a default administration group, it creates one.
