Start Menu Shortcuts No Longer Function After Upgrading to Windows Millennium Edition (261909)

When you attempt to open Microsoft WordPad or Microsoft Paint by using a shortcut, you may receive the following error message:
The item <program name> that this shortcut refers to has been changed or moved, so this shortcut will no longer work properly.
The nearest match based on size, date and type is <file name>.
Do you want to fix this shortcut to point to this target or do you just want to delete it?
CAUSE
This behavior can occur if the path to the program files resides in a location other than the default location.
WORKAROUND
To work around this issue, locate and update the shortcuts for Wordpad.exe and MSPaint.exe so that the target path and "Start In" folder reflect the true location of the WordPad and Paint executable files.

After you upgrade your computer, the shortcuts for WordPad and Paint point to C:\Program Files. When you click the shortcuts, Windows searches for the target, and it finally settles on C:\EXPLORER??
The default location for the program files is a folder called "Program Files" on the same drive as the Windows directory.
Setting the Program Files folder to a location other than default is not supported and not recommended. Results can be unpredictable.
