Missing HTML Help System Component (Hhsetup.dll) Installing MSDN (261421)

When you attempt to install the October, 1999, or January, 2000, version of Microsoft Developer Network (MSDN), you may receive the following error message:
Setup has detected that a required html Help system component (Hhsetup.dll) is missing from your computer. Click Cancel to exit Setup.
If you click OK, Setup continues but the MSDN Library may not function properly.
CAUSE
This behavior occurs because the Hhsetup.dll files is not installed with Windows Millennium Edition (Me).
RESOLUTION
To work around this behavior, install the April, 2000, (or later) version of MSDN. Beginning with the April, 2000, version of MSDN, the Hhsetup.dll files is installed by MSDN Setup.
WORKAROUND
As a workaround, you can copy the Hhsetup.dll file to the C:\Windows\System folder from the following folder on your April, 2000, MSDN CD-ROM, and then install the October, 1999, or January, 2000, version of MSDN
where CD-ROM drive is the drive letter assigned to your CD-ROM or DVD-ROM drive.
