SYMPTOMS

If you use Outlook Express to compose a message, and then save the message to the Drafts folder on your Internet Messaging Access Protocol 4 (IMAP4) server, the time that is recorded in the message as the time that the message was composed may be incorrect if the following conditions are true:
  • You are running Outlook Express by using Microsoft Windows NT or Microsoft Windows 2000.
  • The current time zone does not use daylight saving time.

CAUSE

Outlook Express cannot process the time zone information correctly when you use Windows NT or Windows 2000.

WORKAROUND

To work around this problem, change the time zone settings by using the TimeZone Editor program (Tzedit.exe) that is included with the Resource Kit for Windows NT 4.0.

NOTE: The following steps use "(GMT+08:00) Beijing, Chongqing, Hong Kong, Urumqi" as an example.
  1. Start the TimeZone Editor program (Tzedit.exe), click (GMT+08:00) Beijing, Chongqing, Hong Kong, Urumqi, and then click Edit.
  2. Click Automatically set Daylight Saving Time, and then click the Start Day and Last Day that you want.
  3. Because you do not want to change the real time, set Daylight Bias to 0, and then click OK to save the settings.
  4. Click Start, point to Settings, and then click Control Panel.
  5. Double-click Date/Time, change your time zone to a different time zone (for example, (GMT+08:00) Kuala Lumpur, Singapore), and then click OK.
  6. Click Date/Time in Control Panel again, change the time zone setting back to (GMT+08:00) Beijing, Chongqing, Hong Kong, Urumqi, and then click OK.
