WINS Service Stops or Does Not Start and Event ID 4319 or 4165 Is Logged (261125)

SYMPTOMS

The Windows Internet Naming Service (WINS) service on your Windows 2000-based WINS server may stop unexpectedly or may not start again after it is stopped. You may also see one or more of the following error messages in Event Viewer on the stopped WINS server:
Event ID: 4165
Source: Wins
Wins has encountered an error that is causing it to shut down.

Event ID: 4319 Source: NetBT
A duplicate name has been detected on the TCP network. The IP address of the node that sent the message is in the data. Use nbtstat -n in a command window to see which name is in the Conflict state.

CAUSE

This behavior can occur when old, deleted entries leave spaces or gaps in a very large WINS database (a large database can result from a large, complex WINS installation). When WINS attempts to place more new data in the old space and the data is larger than the space can hold, a WINS database algorithm does not calculate the correct space allocation for the new data. This results in heap damage in the Microsoft Windows NT memory space.

RESOLUTION

STATUS

Microsoft has confirmed that this is a problem in Microsoft Windows 2000.

This problem was first corrected in Windows 2000 Service Pack 1.
