XADM: Setup Fails on a Member Server Because of DNS Settings (258967)

When you attempt to set up Microsoft Exchange 2000 Server, Setup fails and the following message is written to the Exchange Server Setup Progress.log:
Prerequisites for Microsoft Exchange 2000 failed: The component "Microsoft Exchange 2000" cannot be set to the action "Typical" because the following prerequisite conditions are not satisfied:
- Setup is unable to access the Windows 2000 Active Directory
- Failed to obtain information about Microsoft Exchange organization objects from the Active Directory. Please verify that you have sufficient permissions to access them before running setup.
MORE INFORMATION
This behavior can be caused by a TCP/IP configuration issue on the member server. Under Advanced Configuration on the DNS Property page, the Append parent suffixes of the primary DNS suffix check box is not selected. After you click to select it, you can install Exchange 2000.
There is nothing in the Setup.log or the application log that points to this being the failure.
