When you create an Outlook rule to forward e-mail messages to a contact, Outlook may only forward one message each time that you start Outlook.
CAUSE
This behavior occurs when multiple messages are received with the same text in the Subject box. This functionality prevents the messages from being endlessly forwarded to the contact.
