When you use the Open in New Window command in Internet Explorer, the new window may not use the same view or layout as the parent window.
CAUSE
This behavior can occur if you open a new window, change settings, close the window, and then open a new window.
STATUS
This behavior is by design.

When you close an Internet Explorer window, Internet Explorer stores the current view, size, and toolbar settings in the registry. When these values are changed by another instance of the browser and a new window is then opened, the window uses the values stored in the registry, not the settings from the parent window.
