When you upload content to a Content Management site, you may receive the following error message:
Unable to save properties - 006~ASP 0177~Server.CreateObject Failed~The operation completed successfully. (0x46)
The document is saved in the Upload directory, but is not moved to the Approve directory.
CAUSE
This error message can occur if the following two conditions are true:
- The Winnt directory is locked down for security, so that the Everyone group no longer has Full Control permissions.
- There is not a valid system variable for TEMP and TMP to a directory where the Everyone group has Full Control permissions.
RESOLUTION
Verify that a system variable is set for TEMP and TMP to a valid location, which has Full Control permissions for the Everyone group.

When the TEMP and TMP variables are not set at the system level, the system root directory, usually the Winnt directory, becomes the default temporary directory. However, the Winnt directory is usually locked down for security reasons to not allow users to write.
