When you click to remove a language pack in the Add/Remove Programs tool in Control Panel, you are not prompted to confirm that you want to remove it. Instead, the language pack is simply removed.
STATUS
This behavior is by design.

You can install language packs easily by using the Install on Demand feature. When needed, they can be installed right away.
