You can install a Microsoft Message Queue Server (MSMQ) 1.0 dependent client without the presence of a site controller. Although a dependent client requires a site controller for all MSMQ operations, one is not actually required during the installation process. Any computer that is available on the network will suffice. This type of installation is useful if you want to install the MSMQ components in order to have the MSMQ SDK in place for development, but do not want to create an MSMQ enterprise yet.

During the installation of the dependent client, when you are prompted for the name of a site controller, you can enter the name of another computer on your network. This computer must be available on the network, but does not have to be an MSMQ computer.
After the installation, you can use the MSMQ Control Panel to specify a site controller for the dependent client if you need or want to.
On a computer running Windows 2000, you can take advantage of the MSMQ 2.0 Workgroup mode feature if you do not have an MSMQ enterprise controller or a Windows 2000 domain controller installed.
