Site Builder Wizard Error: Commerce.PipeManager.1 Error '80030005' (256281)

SYMPTOMS

When you run the Site Builder Wizard, the following error message is displayed:
Generating Order Pipeline: Writing File: plan.pcf Commerce.PipeManager.1 error '80030005' Access Denied. /shop/manager/MSCS_CommerceSiteBuilderWizard/wz_pipeline_config.asp, line 770
The error message does not occur if you are authenticated as an Administrator on the Commerce Server computer.

CAUSE

This error message can occur due to insufficient file-level permissions in the \Winnt directory or its subdirectories.

RESOLUTION

Give the Everyone group Change permissions at the file level in the \Winnt directory on the Commerce Server computer.
