VServer Cannot Bind When You Disconnect and Reconnect a USB Network Adapter (256084)

If you disconnect and then reconnect a Universal Serial Bus (USB) network adapter on a host computer, client computers may not be able to gain access to shared folders on that host.
CAUSE
This issue can occur if the network adapter is stopped and started too quickly.
NOTE: The Vserver.vxd file tries to register a NetBIOS name when the name is being deleted. The ADDNAME NCB does not work because the name still exists in the name table.
RESOLUTIONA supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem. To resolve this problem, contact Microsoft Product Support Services to obtain the hotfix. This fix forces Vserver to wait for the Add name process to complete before it continues.
STATUSMicrosoft has confirmed that this is a problem in Windows 98 Second Edition.
