The Outlook "Make a New Phone Call" Help topic is incorrect. Step 7 of the Help topic says, "Pick up the phone handset, and then click Talk." However, the Talk button is not available.
RESOLUTION
After you click the Start Call button, pick up the telephone handset to talk.
