When fragmented frames are in use on your network, you may experience intermittent network connectivity problems, and this may include complete loss of connectivity to network resources.
CAUSE
This problem can occur because the TCP/IP driver has a limited number of reassembly queues. After these queues are filled, the driver drops new incoming fragments until the queues recover.

STATUSMicrosoft has confirmed that this is a problem in Windows NT 4.0.
This problem was first corrected in Windows 2000 Service Pack 1.MORE INFORMATION
The conditions that can create this problem are very uncommon because the host would have to be receiving great numbers of large fragments in a high-bandwidth network. Because of this, this problem has only been noted to occur in 100 megabyte (MB) or greater environments.
