SYMPTOMS

When you manually run an .ins file created with the Internet Explorer Administration Kit (IEAK), not all of the branding is applied to the browser. For example, the Start page and Search page customizations may not take effect.

CAUSE

By default under Microsoft Internet Explorer 4.x and 5, .ins files are associated with the Internet Connection Wizard (Isignup.exe) if it has been installed. When you run an .ins file manually, Isignup.exe attempts to import the settings in this file to the browser and to Dial-Up Networking.

.ins files are designed to completely brand only when they are used in the proper manner: either through the Automatic Configuration feature or through a server-based or server-less signup process.

If you attempt to brand a browser by manually running an .ins file, the branding is not completely successful. You should use one of the features listed above instead.

STATUS

This behavior is by design.
