Older voice modems with a phone dialer, such as the Cirrus Logic 14.4/Voice modem without a speaker phone, cannot have the modem and the handset off the hook at the same time.
CAUSE
This condition exists because of hardware design limitations of these older voice modems.

On these modems, TAPI 3.0 cannot answer audio calls on the voice modem. In TAPI 2.0, voice modem calls to lineOpen (owner, interactivevoice+automatedvoice) do not work; in TAPI 3.0, those same modem calls to RegisterCallNotifications (owner, audio) also are unsuccessful. This prevents the TAPI 3.0 program from receiving incoming audio calls on these modems. However, TAPI 3.0 can answer incoming data calls and make outgoing audio calls over these modems.
