Error Message: IIS Admin Service Could Not be Started (254005)

SYMPTOMS

When you are installing or uninstalling Microsoft Commercial Internet System (MCIS) 2.5 Service Pack 1 (SP1) and the Setup program stops and restarts the services, the following error message may occur:
IIS Admin Service could not be started

CAUSE

The IIS Admin service is unable to successfully start. This prevents any other IIS service from starting. At this stage, a manual start of the IIS Admin service fails.

RESOLUTION

To start the IIS Admin service and the other IIS services, the computer must be restarted.
