Error Message: Removable Storage Manager Refused the Request to Hibernate or Suspend the System (252471)

SYMPTOMS

When you attempt to place your Windows 2000-based computer in Standby or Hibernate mode, you may receive the following error message:

Removable Storage Manager refused the request to hibernate or suspend the system.

One or more applications have active connections open to this service. Close all applications that are using the service (including the "Removable Storage" MMC snapin) before attempting to hibernate or suspend the system.

This message is displayed even when no applications are currently running.

CAUSE

This issue can occur for approximately 10 minutes after you close any Removable Storage Manager (RSM) clients. The known clients are:

Windows 2000 backup (NTBackup.exe)
Removable Storage Manager MMC Snap-in
Disk Management MMC Snap-in

NOTE: Disk Management only uses RSM to eject removable media like a CD-ROM or DVD. If you use the eject command, and then attempt to place your computer in Standby mode, you receive the error message in this article.

RESOLUTION

To resolve this problem, obtain the latest service pack for Windows 2000. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

To resolve this issue, wait a few minutes before you attempt to hibernate or suspend the computer again. If you need to stop the removable storage, type the following line at a command prompt, and then press ENTER:

net stop "removable storage"

NOTE: Remember to re-start the Removable Storage service after resuming the system by typing:

net start "removable storage"

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows 2000 Service Pack 1.
