XCCC: Authorized Users Are Able to Schedule Video Conferences While the Conferencing Service Is Running (251980)

In Microsoft Exchange 2000 Conferencing Server, authorized users are able to schedule video conferences even when the video conferencing service is running.
CAUSE
Currently, there is no way to stop authorized users from scheduling a video conference while the service is running.
WORKAROUND
To work around this problem, if administrators want to temporarily prevent scheduling, they must stop the Conferencing Management Service in order to stop all conference scheduling abilities. Or, they could also revoke the permissions of an individual user. To do either of these, follow the steps provided in the "More Information" section of this article.
STATUSMicrosoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.
