XFOR: No NDR Generated When You Send to a Distribution Group That Contains Non-Mail-Enabled Users (251728)

When you attempt to send a message to a Microsoft Exchange 2000 Server Distribution Group that contains Windows users who are not mail-enabled (who do not have an Exchange 2000 account), you do not receive a non-delivery report (NDR).
CAUSE
In Exchange 2000, Microsoft Windows NT security groups are mailable. Not all entities within a security group have to be mail-enabled. If an object is not mail-enabled, there is no address for the object. If an object has no address, no attempt is made to deliver to the account, and without an attempt to deliver, there can be no NDR.
STATUS
This behavior is by design.
