XADM: Child Domain Administrator Cannot View Installed Active Directory Connectors (251726)

An administrator in a child domain is unable to see a list of the Active Directory Connectors (ADCs) that are installed in the child domain. The Active Directory Connector snap-in displays the following error message:
Active Directory Connector Administration toll has detected that there are no Active Directory Connectors installed at this time ID=c1039ce.
CAUSE
In a parent/child domain topology, by default, child domain administrators do not have privileges to read the default ADC policy.
WORKAROUND
Grant users at least read access to the default ADC policy so they can administer other ADC objects, such as Services and Connection Agreements. Also, ensure that permission changes have been replicated between domain controllers.
STATUSMicrosoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.
