Error Message: An ActiveX Control on This Page Is Not Safe (251365)

When you connect to a Web site, you may receive the following error message:
An ActiveX control on this page is not safe. Your current security settings
prohibit running ActiveX controls on this page. As a result, the page may not display correctly.
CAUSE
This error message can occur if the computer contains the following file in the %SystemRoot%\System32 folder:
Name: Comcat.dll
Version: 5.0
Size: 6 kilobytes (KB)
RESOLUTION
To resolve this issue, follow these steps:
- Copy or extract the Comcat.dll file version 4.71 from one of the following sources to a temporary folder:
- Another computer that is running Microsoft Windows NT 4.0
- A Microsoft Windows NT 4.0 Service Pack 4 CD-ROM
- An Internet Explorer 4.01 Service Pack 2 CD-ROM
- Start a command prompt session.
- Right-click the taskbar, and then click Task Manager.
- In Task Manager, on the Processes tab, click Explorer, and then click End Process. This quits the graphic shell, but the command prompt is still active.
- Delete or rename the Comcat.dll file in the %SystemRoot%\System32 folder.
- Copy the Comcat.dll file version 4.71 from the temporary folder to the %SystemRoot%\System32 folder.
- From the command prompt, start Explorer.exe again by typing explorer.exe, and then pressing ENTER.
- Type exit to quit the command prompt session.
- Start a command prompt session.
- Type the following command at the command prompt to register the Comcat.dll file again:
regsvr32 %systemroot%\system32\comcat.dll
