IEAK Restrictions Are Not Applied Correctly in Windows NT (251338)

After you install Internet Explorer and then use the Internet Explorer Administration Kit (IEAK) to configure Internet restrictions on a Windows NT 4.0-based computer, Internet restrictions may not be applied when other users log on to that computer.
CAUSE
This problem can occur if your users do not have administrator permissions for that computer.
RESOLUTIONA supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem. To resolve this problem, contact Microsoft Product Support Services to obtain the fix. To resolve this problem:
NOTE: Q230771.exe should only be used in the IEAK package. - Start the IEAK Creation Wizard, update all the download components, and then quit the wizard.
- Manually update the Iedkcs32.dll file with the hotfix Dynamic Link Library (.dll) provided in the IEAK folder.
- Start the IEAK Creation wizard, and disable AVS Checking in the Advanced options.
- During the IEAK build process, add the Q230771.exe hotfix self-installer, as a custom component, and use the following command line parameters:
- Test the IEAK package.
