When creating a rule using the Rules Wizard, there is no option to Bcc recipients when a condition is met.
NOTE: The Rules Wizard is available as an add-in for Outlook 97, but is built in for Outlook 98 and 2000.
MORE INFORMATION
In the Rules Wizard, you are given the option to list recipients on the To line of a message.
In Outlook 2000, for rules that are activated when an item is sent, you can specify the Cc line.
